Project Manager
Role
The Role Manages and leads assigned ships projects for ESNAAD from initial phase to completion and supervises the related works of builders and consultants as well as their contract approved subcontractors as necessary ensuring all works and services fully comply with the contract terms and conditions and specifications, quality, health, safety and the environmental policy requirements, in addition to maintaining schedule and approved budget limits.
Qualifications
• Functions as the Ships Projects Manager for the assigned ship(s) project(s) design and construction covering all phases from inception to completion, also to assist, as required, the assigned ESNAAD delegate(s) to the ship(s) delivery ceremony.
• Reviews the Business case submittal as received from the concerned shipping company and discuss its details with the shipping company, as necessary, and after consultation with the Ships Projects Division Manager.
• Ensures the timely and complete preparation and implementation of all design details and specifications for the projects assigned to him in order to achieve ESNAAD agreed objectives.
• Leads and motivates the Project(s) Management Team(s) ensuring effective implementation of the related project(s) plans and objectives.
• Leads, directs, supervises and controls the Project(s) Management Team(s) and participates in the verification of the bidders list, pre-qualification evaluation, tender technical evaluation, development of tenders inquiries, evaluation of design consultants and any other project(s) related technical services provider(s)
• Manages, directs. Supervises and controls, in relation to the project(s) assigned to him, the quality and progress of work by all related work providers, and during course of events, he should be proactive to identify the bottlenecks and recommend the corrective actions to ensure smooth project operation and work actively to eliminate any deviations that may affect adversely the budgeted cost and time for the project(s).
• Recommends to the Ships Projects Manager the best practice and material/equipment quality concerning the project(s) under his assignment.
• Ensures the quality of material/equipment and the ultimate product as per the requirements of the shipbuilding contract(s) documents.
• Reviews and recommends the development of cost estimate and schedules related to the project(s) assigned to him for Management endorsement/approval.
• Monitors the implementation of the total budget, schedules and quality at various stages of the related project(s) execution periods to ensure adherence to the overall approved plan.
• Established organization for the project(s) assigned to him, including design and work site team designations, work-hours estimates, work-hours distribution and mobilization/demobilization.
• Reviews, appraises and reports the results, on the performance of the ship builders, contractors, consultants and any service/work providers related to the project(s) assigned to him.
• Performs Certification of Design Consultants, Ship Builders and any other related Service/Work Providers invoices including Milestone Certificates and endorsement of Provisional and Final Acceptance Certification.
• Coordinates the preparation of the Tender Documentation and Contract Documentation, Reviews and Analysis Change Requests, Variations, Claims and endorses recommendations to the Management for settlement.
• Ensures that the contracted Ship Builder(s), Consultant(s) and all other Work/Service Providers related to the project(s) assigned to him, do submit the documents and reports, including progress and close-out reports required by the contract(s) are timely received.
• Reviews the documents and reports mentioned in 2.15 above and make sure they are in order prior to submittal to the Ships Projects Manager.
• Cooperates and Coordinates with others in the Ships Projects Division for the preparation of the Annual Overall Work Programmed and the Projects Plan.
• Conducts and Regular Meetings with the Ship Builders, Consultants and other Service/Work Providers related to the project(s) assigned to him as per the contracted and approved meeting schedules.
• Conducts ad-hoc meetings with the parties mentioned in 2.18 above, as and when necessary and after consultation, as necessary, with the Ships Projects Manager.
• Recommends the training plans for developees


HSE Manager
Role
 Strategic Contribution
– Contribute in the development of ESNAADs short-term and long-term HSE strategies, promote reviews of strategic HSE objectives and targets to meet Stake holders expectations and achieve organizational mandate.
– Assist in setting key performance indicators (KPIs) and their application as a tool for Pro-active approach for the continual improvement process
– The section strategy is aligned with the functional strategy and is documented, approved, in place, communicated and implemented.
– Accuracy of key performance indicators.

Organization Structure
– Recommend an optimum organization structure for the HSE Department so that resources are optimally utilised and communication can take place in an efficient manner.

Management
– Manage the effective achievement of HSE objectives through the leadership of the department setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and the performance of the section.
– Individual objectives, training and development plans in place for all direct reports within the timescales defined by the corporate Performance Management process.
– Frequency of feedback & appraisal meetings.
HSE Awareness
– Participate in various HSE awareness sessions, raise management awareness of industry HSE initiatives and provide expert advice to promote a safe working environment across the division.
– Develop public awareness of Health, Safety and Environmental issues to an acceptable level in line with ESNAAD HSEMS.
– Facilitate the development and execution of HSE campaigns on different issues to ensure proper HSE Culture is disseminated to all employees and support effective HSE knowledge transfer of global best practices.
– Maintain the performance monitoring system and ensure periodic reporting to management to support decision making.
– Attend Client Away-days’, Company / contract meetings and seminars; support HSE training when required and provide necessary HSE advice to employees.
– Maintain training records, arrange for training courses and ensure staff have all safety certifications required to complete their work in accordance to defined procedures and legislation.
– HSE awareness campaign is implemented according to the plan in timely, effective, and efficient manner
– Survey to test the awareness of the HSE policies and procedures.

HSE Plan Implementation at Projects / Sites
– Manage the implementation and monitor the site HSE Plan providing specialist advice and assistance on HSE aspects to the project managers in order to create a safe working environment in line with the ESNAAD – HSE standards.
– Coordinate with Project Management Team, PMC Team, and clients with best practice health and safety management systems, ensuring due attention is paid to HSE during design, construction, pre/commissioning and operation phase of the project.
– Developing, implementing and conducting appropriate training modules/programs with feedback reports on wide variety of HSE related topics for managers, supervisors & workers pertaining to safe work practices, safety in design, risk analysis/hazard management (HAZID, HAZOP, FEA, QRA, ALARP, JSA) to support the establishment of a safe working environment and adherence to defined standards and procedures.
– Interface with sub-contractors and ensure their HSES management system plans are aligned to the project specific needs, change proposals, regulatory compliance and consents.


Qualifications
- Bachelor degree in Engineering or equivalent from an internationally recognized university.
– Must have total minimum of fifteen (15) years experience, ten (10) years of which should be in the oil and gas/refinery/petrochemicals industry and five (5) years in related designation / speciality.
– NEBOSH National Diploma is an advantage.
– Approved Auditing Qualification is an advantage.
– Minimum of five (5) years experience in managing and auditing H&S management systems.
– Minimum of five (5) years of experience in managing HSE discipline personnel.
– Must have knowledge of international HSE laws, codes, regulations, standards, recommended practices.
– Experienced with implementing ISO 9000, OHSAS 18001 and 14000 Series and International Standards relevant to oil & gas industry
– Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the project.

CONTRACTS ENGINEER
Role

The Role Develops contracts for User Divisions and recommends qualification/evaluation criteria and negotiation strategies. Coordinates with and advises User Divisions on various contractual and commercial matters in the field. Evaluates claims/requests for contract variations and maintains follow-up until close-out of contract file. Requirements 1. Liaise with other divisions and management to understand and ensure receipt of a detailed scope of work/service, schedule and tendering requirements; recommending tendering procedures (open tender, single source, change order, etc.), type of contract (EPC, EPCM, etc.) and method of compensation (lump sum, unit rates, cost plus, etc) in order to ensure the development of robust contracting strategies which are aligned with the vision and mission of ESNAAD. 2. Recommends and agrees with Supervisor on contracting strategy. Proposes contract type and compensation method. Prepares tender documents, and finalises them with Legal, Finance and user Divisions. 3. Cooperate with Supervisor to prepare the annual acquisition plans / schedules to meet user requirements plans / contracting requirements and ensure the implementation of the same in a cost effectiveness and timely action. 4. Coordinate with all divisions to collate contract requests and requirements and obtain technical support and draft bidding documents in accordance with ESNAAD. Policies and Procedures. 5. Receives and analyses scopes and specifications for works and services to be contracted, clarifies work aspects and verifies technical evaluation criteria. Proposes contract type and compensation method. 6. Supervise the prequalification of bidders by user division ensuring proper registration, relevant experience, correct capability and willingness of contractors to ascertain clarity of requirements and adherence to procedures. 7. Recommend bidders list ensuring coordination with Procurement Support for proper distribution of opportunities among the registered contractors and applying judgement to match requirements of the specific jobs with the capabilities of the proposed bidders. Prepare the submission to concerned tender board for bidders’ list approval. 8. Prepares tender documents ensuring completeness and clarity of scope and specifications of works and services from technical, legal, financial and contractual viewpoints. 9. Prepares invitation to tender, develops final draft for management approval and issues tender documents. 10. Arrange site visits for bidders and accompanies bidders on such visits. 11. Coordinate with User divisions all requests received from tenderers for clarifications and the issuance of tender bulletins and later tender clarifications. 12. Evaluates commercial/contractual exceptions and qualifications to tender documents raised by bidders, obtains Legal, Finance and user Division advices/comments on the issue and advises bidders through proper channels on Company stand. 13. Coordinate the transfer of the unpriced copies of bids and oversee the technical evaluation thereof to ensure integrity of tendering procedure and compliance with requirements. 14. Review technical evaluation report and requests authorization for commercial bid opening. 15. Carries out commercial evaluation of bids from financial and contractual points of view, and evaluate the winner among the bidders. 16. Proposes cases for negotiation as per the Delegation of Authority, sets basis for negotiation and submits for approval. 17. Lead the Company negotiations team with bidders to ensure that all company requirements are provided cost efficiently and safely with the required quality. 18. Prepare final recommendation for award in discussion with Supervisor and submit the Award Recommendation Report for management approval. 19. Prepares Fax of Award and agreement, obtains acceptance of successful contractor and approval as per delegation of authority of such documents and ensures their proper distribution.
